It is not a necessity that flags should read correctly from both sides. The majority of our flags are printed with a mirror image to the reverse side. Double sided flags are basically two flags sewn back to back with a light block material sewn in between. Flags should be able to fly in a light breeze, so having them produced double sided will make the flag heavier and also more expensive to print. All these factors need to be taken into consideration.
